- Shaved steak | Shaved steak or lean ground beef work well for this recipe. The shaved steak makes it have a texture more like a Philly cheesesteak sandwich, though. I love getting my shaved steak from Trader Joe’s; it’s shaved rib eye and is so tender!
- Butter | A little butter to help saute the veggies and meat. Please use olive oil, if you prefer.
- Onions and peppers | You can’t have a Philly without onions and peppers, so include a medium yellow onion, diced, and two bell peppers. I diced green peppers and red bell pepper for this recipe, but you can use whichever variations you choose.
- Mushrooms | Bring texture and flavor to the recipe with sliced mushrooms. I used Baby Bella’s, but you can also use Crimini or Button mushrooms.
- Garlic | Use fresh garlic cloves, minced, for a bolder flavor, or add one teaspoon of garlic powder.
- Seasonings | Season the meat with onion powder, kosher salt, and black pepper.
- Worcestershire sauce | Worcestershire sauce lends a rich and deep flavor to the casserole.
- Beef broth | Beef broth combined with tangy cream cheese and Worcestershire makes delicious cheese sauce. Have you ever made beef broth?
- Cream cheese | It helps to set the cream cheese out before cooking, so it can come to room temperature.

How to Make Low-Carb Philly Cheesesteak Casserole
Step 1 | Preheat the oven and cook the steak
Start by preheating the oven to 350°F (176° C). Next, set a large skillet over medium-high heat and add the butter until melted. Then, toss the shaved steak with salt, pepper, onion powder, and, if desired, a couple of splashes of Worcestershire sauce.
Saute the ingredients quickly, using tongs to toss just until the beef is lightly browned with some areas of pink still there– Don’t worry! It will finish cooking in the oven. Remove meat from the pan to a plate.
Step 2 | Cook the veggies
Add the diced yellow onions and red and green bell peppers, stirring until golden brown, soft, and translucent, taking about 7-10 minutes. During the last few minutes of cooking, stir in the sliced mushrooms. Add a tablespoon of oil or butter if the pan is too dry.
Step 3 | Combine the cheesy sauce ingredients
Add the minced garlic to the pan during the last couple of minutes and stir in Worcestershire sauce, cream cheese, and beef broth. Simmer the ingredients until they have thickened slightly, which may take around 5 minutes.
Step 4 | Mix the meat in and transfer to a dish
Next, return the shaved beef to the pan, stirring to coat it in the cheesy sauce. Then, remove the pan from the heat and transfer the ingredients to a 9×13-inch casserole or 2-quart baking dish. Finally, top the casserole with overlapping provolone slices overlapping, and it’s ready to slip into the oven!
Step 5 | Bake and serve!

- 2 pounds shaved steak or replace with lean ground beef if desired
- 1 tablespoon butter or olive oil
- 1 medium yellow onion diced
- 8 ounces mushrooms sliced, baby bella's, button or crimini (about 2 cups)
- 2 cloves garlic minced or pressed, sub with 1 teaspoon garlic powder
- ½ teaspoon onion powder
- 2 large bell peppers I used one green and one red
- ½-1 teaspoon kosher salt
- ¼-½ ½teaspoon black pepper
- 1 tablespoon Worcestershire sauce check for gluten-free if needed
- ¼ cup beef broth or bouillon dissolved in water
- 4 ounces cream cheese I used full fat, room temperature
- 6-8 sices provolone cheese
Instructions
- Preheat oven to 350°F (177° C). Get out 9×13 casserole dish and prep and measure all ingredients.
- In a large skillet over medium-high heat, add butter until melted, toss shaved steak with salt, pepper, and onion powder. Saute quickly, using tongs to toss just until lightly browned with some areas of pink still there, don’t worry it will finish cooking in the oven. Remove from pan and tent with foil to keep warm.
- Toss in onions and peppers into same pan, stirring until golden brown, soft, and translucent, 7-10 minutes. During last few minutes of cooking, stir in the sliced mushrooms. *If pan is too dry, add a tablespoon of oil or butter.
- Add minced garlic during last minute or two of cooking. Stir in Worcestershire sauce, cream cheese, and beef broth; simmering until thickened slightly, about 5 minutes.
- Return the shaved beef to the pan, stirring to coat. Remove from heat. Transfer to a 9×13-inch casserole dish or a 2-quart casserole dish. Top with provolone slices overlapping slightly.
- Bake for 15-20 minutes until cheese is melted and bubbly. Serve as a low-carb dinner, or spoon onto toasted rolls for a delicious dinner.
